Statement of Outgoing Energy Secretary Vincent S. Perez on His Last Day of Office

I wish to thank President Gloria Macapagal-Arroyo for graciously accepting my resignation and for the very kind words she has said. It has been a very worthwhile and humbling experience to have been part of her Cabinet for the past four years.

I welcome the President’s appointment of PSALM president Raphael Perpetuo M. Lotilla as the incoming energy secretary. President Arroyo knows fully well that a highly complicated energy sector needs a very competent and professional individual who will push forward the reforms that have been initiated in the past four years. She has chosen wisely. Mr. Lotilla is the right man for this post.

Over the past four years, we have laid down the energy framework upon which future leaders can build upon. We must brace for more work ahead of us.

There are many pressing issues in the energy sector. And we are happy that the Energy Family is now in very capable hands. The new secretary’s experience and expertise should come in handy as the government makes its move to address these pressing energy issues.

I call on everyone, especially the Energy Family, to throw their full support behind Secretary Lotilla as the sector sails through the challenging times of privatization and continuing reforms in the power industry and rising world oil prices.
Time is of the essence. We simply cannot afford any more delays. Let us work together to bring these reforms to fruition.
